A summer scarf? I think if it's cotton then "yes." Especially if it's ruffled cotton. This Ruffled Summer Scarf uses a mercenized cotton in a finer weight and the bright white just screams summer.
It is feminine, yet a bit ropey, and long and skinny and can be worn in many different ways: looped and looped and looped with ends dangling, knotted, wrapped like a cowl... It is full of generous ruffles, but it's easier to make than you'd think.
