This is an extremely rare primitive hand vise, simple and well made probably in the mid 1800's. This is sometimes called a third hand and was used mostly by jewelry / watch makers. Very easy to use by pushing in the wedge tightens the jaw that would be holding your work piece. This tool allows you to work on small pieces anywhere......very portable. The condition is good for its age with the pivoting collar intact. Jaws are a little beat up but could easily be restored with leather inserts.
