This design is marked for a women's Size 12 which is noted as a 30" Bust, 25" Waist and 33" Hip though I would not be concerned with the sizing if the style and shape are right for your project. There are an endless number of websites and blogs offering step-by-step instructions on how to accurately resize vintage sewing patterns for the perfect fit.
Although the exact date of this pattern is unknown, the evolution of Butterick's method of sizing their patterns places it between 1956 and 1966.
