Looks like a color painting of a photograph, possibly a colored photograph. Very realistic in parts (like the ground) that you wouldn't expect from a typical painting postcard of that era.

This is clearly a historic scene from Switzerland. Switzerland has several historic carting breeds. Most of the common carting breeds are the black/tan/white coloration of the Bernese Mountain Dog, Greater Swiss Mountain Dog, Appenzeller and Entlebucher.
It does have the same coloration as the Saint Bernard, but not the same build. However, the St. Bernard was developed from the now-extinct Alpine Mastiff, with the addition of bulky breeds such as the Newfoundland and Great Dane.
These names were used interchangeably for some time, so this could be either an early Saint Bernard or the extinct Alpine Mastiff.
