Yes and no. We do not recommend watering down your first coat unless you're painting raw wood. Raw wood will soak up whatever you put on it, so watering down your first coat helps extend the coverage of your paint. For anything else, though (finished pieces, metal, glass, etc.), paint your first coat at full strength. Adding water thins the paint, but also prevents adhesion on slick surfaces. If you want a smooth finish, water down your second coat. It will naturally rest in the brush strokes of the first coat giving you a smooth finish.
